Why the permit matters

Hong Kong and Macau are separate immigration jurisdictions. A vehicle running between them via the Hong Kong–Zhuhai–Macao Bridge must hold the corresponding cross-border permits and operating rights, and complete port clearance under each side's rules. Direct ride vs. changing at the border
